The short answer
When a foreign card is declined in China, work top-down: confirm your passport real-name verification is complete in the app, ensure you can receive the bank’s 3-D Secure SMS (roaming or eSIM on), check you are under the ¥200 fee threshold or the per-transaction limit, and verify your home bank has not geo-blocked China. At an ATM, the cause is usually an unsupported machine or a PIN/3-D Secure step.
Why cards get declined
- Incomplete verification: passport photo or selfie not approved yet.
- 3-D Secure failure: the bank’s confirmation SMS never arrives (no roaming).
- Bank geo-block: some issuers block China by default — a quick call enables it.
- Limit hit: over ¥200 triggers a 3% fee; over the app or bank cap is rejected.
- Card type: Amex and Discover have lower acceptance than Visa/Mastercard.
Alipay fixes
- Open Me › Account & Security › Identity Info and confirm real-name verification shows approved.
- Retry the charge with mobile data (eSIM/roaming) so the 3-D Secure SMS reaches you.
- Keep the purchase under ¥200 to avoid the 3% foreign-card fee flag.
- If a specific card fails, try a second Visa/Mastercard — different BINs behave differently.
- Use Tour Pass (pre-loaded RMB) to bypass a live card decline entirely.

WeChat Pay fixes
- Confirm wallet verification under Me › Services › Wallet is complete (passport + selfie).
- Ensure you can receive the bank’s 3-D Secure SMS.
- Bind a second card — WeChat and Alipay risk-check differently, so the other app often works.
- Keep charges under ¥200 where possible.

- Use a major bank (Bank of China, ICBC, ABC, CCB, BoCom) — not a shop machine.
- Choose RMB, never the ATM’s “convert to home currency” offer.
